CHANGES TO THE RULES ON THE MOVEMENT OF STRATEGIC GOODS
On 20 September 2023, the Government of the Republic of Lithuania adopted a resolution amending the Resolution No. 932 of the Government of the Republic of Lithuania of 22 July 2004 “On the Approval of the Rules for Licensing of Strategic Goods for Export, Import, Transit, Brokering and Transfer within the European Union, the Rules for Exercise of Control over Strategic Goods, and the Rules on the Issuance of Certificates to Recipient Enterprises Producing Military Equipment”, and established it with a new wording, which took effect on 23 September 2023.
It is one of the most important documents governing the movement of strategic and dual-use goods. The amendments are of particular relevance to persons who export, import or transit strategic and dual-use goods, or who act as intermediaries in such activities.
The updated rules introduce new types of licenses and permits, such as a dual-use technical assistance license and a dual-use transit permit. The regulations provide that documents for obtaining licenses and/or permits can be submitted through a special strategic goods licensing information system (STRATLES), which should facilitate the process of obtaining licenses and/or permits.
